It is a blend of cotton and silk georgette and is a midi skirt with tiered frills throughout. 

Depending on the top choice and the shoes accompanying the pants, it can be dressed up or down. For an evening look, a bodice with puff sleeves and heels would make a great outfit for an event. If the look is casual, pair them with a pair of trainers of, flat sandals and a singlet.
